iCloud Prefs

Hi - I am trying to turn on iCloud Drive preferences Desktop and Docs Option.  But, I get an endless "setting up" message which went for two days without completing. I restarted my iMac, turned off my backup drive. Still no go. How do I get this to complete?  BTW - I am already seeing the iCloud drive files on all my devices, but want to have new files saved in iCloud.  I am trying to see if turning on this option will allow me to upload an iCloud file on to websites and using the sites browser it does not show iCloud drive.  Thanks.
