News app appearing in iPad dock iOS 11

How do I stop the News app from appearing on the dock in the suggested/recent apps area?

I have the "Show Suggested and Recent Apps" toggle within the "Multitasking & Dock" settings switched off, and have disabled notifications for the News app, but periodically it will appear on the right of the dock with a small clock icon on the upper right corner.

I have no idea what this is supposed to signify, I can find no documentation to explain this behaviour, there are no settings that I can find in either the app itself or on the ipad generally to control it.

Even if I open the app and view the latest news stories it remains stubbornly sitting on the dock until seemingly some random period of time has elapsed before it disappears.

I have searched online and can find no reference to this behaviour.

Suffice to say I am becoming very irritated by the app popping up on the dock uninvited.
