Can not edit key commands in Logic 10.3.1

After upgrading to Logic 10.3.1 my key commands are not working properly. I can use some of the previous commands I had, but only some.

It is not possible to create new commands. Even clicking modifier check boxes with the mouse is not possible in the key commands window.

I have turned of ALL of the keyboard shortcuts in system preferences, in case they would make any conflicts with logics commands.

I am running OS 10.12.5
