Apps  listed in iTunes

The "Apps" icon does not appear in the list of actions on the

right side of the iTunes screen.  How might I correct this?

In particular see the Manually add items from your computer section of Manually manage content on your iPhone, iPad, or iPod touch using iTunes - Apple Support. This can be used to copy books, tones, and apps from your computer to your device.

Is there a means to re-order the  "Apps" icons using the PC?  I can rearrange the icons on the device without a problem, but would like to organize the icons using the desktop device.

Not at present. Use Feedback - iTunes - Apple if you want to let Apple know your feelings.
