Safari not working

Running Sierra 10.12.6 Safari not responding... icon doesn't bounce, it will not open. What do I do? How do I uninstall and reinstall? Can I even do that on that on Mac? Please help.

In system preferences > General > check the default browser is " Safari " , what is your home page set to Set your homepage - Apple Support

Have you filled up the search engine , in system preferences > Dock check the box of Animate opening applications so that whenever you open safari the icon will bounce .
