I haven’t found any Apple literature that discusses this yet, and if you have any suggestions, please refer me. Thank you.

If you're referring to the Messages app, you can do this already: Use Dictation on your Apple Watch - Apple Support.

If you want to send the message as text instead of audio, change the setting on your iPhone: Open the Apple Watch app, tap the My Watch Tab, then tap Messages > Dictated Messages.
