Why is my windows 10 only give help in Chinese, I don't understand

I use Windows 10 in English language, but every time I need support it will only show Chinese, I have set the URL to EN, so why is it instant change to CN.

It is very stupid that I cannot get English support only because I'm in China.

I cannot select a windows theme inb a language I can't read, and it cannot be copied so I can translate.

When my Windows is set to English MUST support also be ENGLISH.
