Sync photos between MAC, icloud & iphone

I have a macbook pro and a new iphone 8.. I want to sync my pictures between the icloud, iphone and my mac without duplicates.  Whats the best way to go about this?  I downloaded my pics from my icloud to my phone then uploaded to from my phone to my mac but don't want duplicates.  Is a new image number assigned such that when I import to MAC I will reimport all?

There are no "image numbers". Your camera assigns a filename to each file.

Are you seeing duplicates currently?
