How do I restore my profile from iClound on a n...

My old phone broke and shattered.  Can't even turn it on.  I purchased a new phone and all I want to do i restore my profile.  However, when I try to do this from the set-up menus it says a two step verification code was sent to my old phone.  If i skip the profile restore on the new phone and then log into my Apple ID after I am in my new phone, I am able to receive two step verification codes on my new phone but there is no option in setting to restore my profile.  I know my apple id and password and can log into iCloud on my computer browser so I should be able to find a way to move my profile over from my old inoperable phone to me new phone but am completely frustrated.

I've called Apple support twice and they are clueless.
