Is the watchOS 4 supposed to take more than 2 h...

I'm trying to update my series 2, but it's taking a painfully long time to do. I tried restarting both the watch and my iPhone 6s, but there are still 2 hours remaining after waiting 30 minutes already. I understand that downloading lots of data through bluetooth takes a long time, but is it really this long?
