not all photos synchronize with icloud or other...

iphone 6s 64gb. Synched to iCloud 200gb, and 2 PC's (Windows 10 and Windows 7)

• All Photos = 6256. (photos and videos)
  • ... That 6256 spans from 2010-2017 and has graduated through various iPhones

Attempting a new backup - last total safety backup in 2016:

• In browser and in iCloud app on PCs Photos total = 5718
• Apple App download to PCs totals photos =  3710 (on both)
  • (of the listed available 5718)
• iMazing2 App (direct usb)  transfer to PCs totals photos = 4664
  • ... adding the folder based totals together
• WiFi Transfer App (via wifi) transfer to PCs totals = 4996
  • ... adding the folder based totals together
• In every case transfers and downloads go without errors and show as completed.
  • Each has been tried multiple times with exactly the same results

On careful examination, in best case I am missing a backup of 1260 photos and videos using WiFi transfer.

My iCloud is missing  538 that are on the phone and then loses another 2008 downloading.

I've read all kinds of knowledge base articles, tried the "fixes" and the missing photos which I can see on the iPhone are, in varying numbers, not on iCloud and not in computer folders. To repeat, all transfers show as successful. Every device has a huge amounts of unused storage.

What's happening? and How do we fix it?

Have you identified these photos and determined if there is anything about them that stops them being synced. Not every kind of photo can be synced with iCloud.
