iOS 11 Limitations on iPad Air

The inability of the iPad Air to use some of the features of iOS 11 prompts a question I have often wondered about.

 

I understand that the limitation is due to the amount of RAM available. My question is why can't some of the workload be sent to a dedicated piece of the existing memory?

 

Two examples:

1. My iPad Air has 128GB memory. I seldom use over 2/3 of that. Why can 2-3GB be dedicated to virtual RAM?

2. I have a 2012 model MacBook Air with 4GB RAM that I bought a few months ago as a travel computer. After my Mac Mini died, I'm using it more as a primary computer. I can squeak by with 4GB but 8-16 would be nice, but it can't be upgraded. I have plenty of memory, so using a bit of it wouldn't hurt.

 

Is it impossible to do this? If Apple can't accommodate this,  it seems like a good bet for a 3rd party app.
