Windows Build 16281

i have the latest itunes on a Windows 10 machine(build 16281). The machine has been upgraded with all the patches and builds. For some reasons, (1) I can't search for podcasts on these machines. and (2) also on a laptop, this machine doesn't sync and add the podcasts that are on the Win 10 desktops. Any ideas on how to fix this? thanks

Sync works to my iphone 6 with IOS 10.3.3
