how do i synchronize gmail labels to iMac

I am running macOS Sierra version 10.12.6 on a 21.5 inch iMac, 2017. The Mail client is version 10.3 (3273). I am unable to synchronize labels and their messages from my Gmail account. The Inbox works fine but the labels do not function at all. I noticed that inbound messages were being retrieved using the POP server. I tried changing to the IMAP server but that has not corrected the issue. I could use some help in properly configuring my account. Thank you.
