How do I get this setting back?

I recently updated to IOS 11 and after being pestered by the control center I wanted to turn my “access within apps” option off in the control center settings. Problem is, I don't have this setting. I know its suppose to be in settings > control center but it just isn't there. Here is a screen print of all that appears in my control center settings.

Although oddly when I search for the setting, it does actually appear. I just cant select it. See here it is, Access Within Apps.

This has never happened to me before. And googling it wasnt much help. I tried restarting the Ipad, force closing settings, etc. Nothing worked. I really don't want to reset all my Ipad settings...

Any ideas?

Is it deactivated in General > Restrictions perhaps?

I did have a look, but as Ive never enabled restrictions, I don’t see how I could have restricted it. I can’t find an option for it there anyway.
