Saving iTunes Library message stuck

I've been trying to resolve this issue for the past 4-6 weeks.  iTunes started hanging on the "Saving iTunes Library" message whenever I attempted to close iTunes. The message displays after the iTunes application window closes and never goes away. I have tried to kill iTunes from the task manager and that does not work.  Eventually, other applications will freeze or lock and Windows Explorer will crash as well.  I will need to restart my PC, however I can't do a normal shutdown or restart.  The closest I can come is to initiate a shutdown from Task Manager, however that will hang at the "logging off" or "shutting down" screen.  At this point I have to hold the power button down to force a shutdown.  The PC will start up OK after I select to start windows normally, but I shouldn't have to do all this.

I've tried several things from different posts I have found regarding the app locking up, failing, etc., but none of them have worked. I've completely uninstalled iTunes and reinstalled it from scratch, restored old libraries, started new libraries, etc. and the problem is still happening.

I'm on Windows 7.  My phone will still connect and sync's properly.  I have been able to do manual backups of my phone to my PC without issue.  However, the longer I leave iTunes open, the more chance for everything to lock up.  I have seen messages from the Chrome browser about having problems accessing the cache.  So I don't know if there is a problem with iTunes and Windows cache or memory...

iTunes and phone are at current versions.

It may help if you right-click the iTunes shortcut and click Run as administrator. If you need this fix every time you can adjust the properties of the shortcut to do it automatically.

What anti-virus software do you have installed? With some it may help to exclude the iTunes folder from real time AV scans.

I have tried to run as Admin with no change.  This was all working fine, for years, prior to this issue starting...

AV is Sophos Endpoint protection.

I'm not aware of any particular issues with Sophos, although an exclusion might still be a good move.

For general advice see Troubleshooting issues with iTunes for Windows updates.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Right-click on the setup file and run the installer as administrator. In some cases you may also need to disable any non-Microsoft anti-virus software while installing.

Review the other boxes and the list of support documents further down the page in case one of them applies.

The further information area has direct links to the current and recent builds in case you have problems downloading, or want to revert to an older version if the current one won't work properly for you at the moment.

Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed.
