Cannot use MacBook pro

Bought the new MacBook Pro in May.  Today, turned it on and got a circle w/diagonal bar on screen preventing me from using the computer.  I am near maximum iCloud storage but why can't I use the computer anyway and how can I get rid of the circle?

Try the following steps, stopping when one solves your issue:

• Try rebooting regularly
• Try rebooting in Safe Mode (hold the shift key while booting; boot up will likely take longer than normal)
• Try resetting the SMC: Reset the System Management Controller (SMC) on your Mac - Apple Support
• Try booting into the Recovery partition (hold Command + R while booting up), and choosing the Reinstall macOS option
• Make an appointment with Apple to have them take a look: https://getsupport.apple.com

Once you can get back in, make a Time Machine backup right away and start doing so regularly if you do not already.
