iPad hotspot failur iOS 11

Ever since upgrading to iOS 11, connecting my IPad to the iPhone hotspot has been very challenging.  Ideas?

This has to be related to the iPad software.  I ran all the iOS 11 betas on the iPhone.  Just added the software to my iPad with the official release of iOS 11 and hotspot access has been a rare occurrence.  I cannot work remotely as a result.

Yes I power cycled, hard resets of both devices, made sure all services were in, etc.
