Itunes and icloud for apple music and playlists...

I have playlist with Apple Music and purchased music but if my device does not have icloud turned on the some of the music both Applie Music and purchased music will not sync over to the device. This happens even is the music has been downloaded on the PC Windows 10. I have to turn icloud off to add new playlist then turn icloud back on.
