10.3.3 iOS says it is up to date and does not f...

When I try to update iPad from 10.3.3 to iOS 11, it says it is up to date.  I have seen other recommendations regarding changing or removing betas but I do not know if I even have any betas.  Help?

iPad 2 should max. out at iOS 9.3.5.

iPad 4 should max. out at iOS 10.3.3.
