iTunes 12.6 not retrieving album artwork

I just added about 20 albums to iTunes, all legit CDs, some from small labels, some from majors, and only 4 of the albums' artwork came through.  I used iTunes plus.  No rhyme or reason to this that I can see: three albums by Uncle Tupelo have the artwork, two by Son Volt do not (is iTunes an Americana critic?), best-of CDs by Patsy Cline and James Brown, no artwork.

The manual method of File-Library-Get Album Artwork doesn't seem to do anything, the album I have highlighted flashes, but no artwork appears.  In fact, once I do that, the 'Get Album Artwork' is greyed out unless I quit iTunes and relaunch.

I installed one of Doug's iTunes scripts ('Re-embed Artwork) and that got another two albums to work, but no more.

Now that I look back at my library, a LOT of albums have no artwork, but I assumed that was because it's a big hodgepodge.

I've looked over this forum and see lots of people having artwork problems, but no clear answer.  I'm certainly not going to try re-loading albums in a different format just to see if that works.

It would be more understandable if the album artwork didn't work at all, having iTunes (seemingly) pick and choose which albums' artwork it will display is just bizarre.

I'm on OS 10.11.6, itunes 12.6.2.20
