Series 3 poor LTE connectivity

I used my Series 3 Watch (cellular) this morning for less than an hour without my phone.  The watch constantly dropped service and when it did have service it was one bar. When I got back from n range of my iPhone the watch battery was down to 80%. Is this the issue that Apple is referring to when they say there’s a known issue involving cellular service.
