Restoring data from an incomplete backup

Hi iCloud tells me that I have an incomplete backup of a size of 3.5 gb. I was wondering if there was a way to restore data from that backup before I delete it. iCloud gives no direct solution and makes it seem like its just sitting there taking up space. Im mostly interested if I can recover photos from that backup.
