Old version of file in iCloud, and current vers...

I have been working on a Numbers spreadsheet regularly and have been saving the latest data of the file regularly to the iCloud Drive on my computer.  Today suddenly the spreadsheet contents had reverted to a state of the data as would have appeared 3 months ago.  After going to the Time Machine backups, which all seem to have been last modified three months ago, going to iCloud.com and searched for restorable files and only finding two empty Numbers files that could be restored, finally I found the proper file in a location on my hard drive called iCloud Archive.  How did this get created, and what is the purpose of the archive?  Why did my working version of the file end up in the archive?

Anyway, I made a copy of the version from the archive and put it in its proper place in the iCloud.
