from text message to iMessage

A while ago I turned my iMessages to a friend to text messages because I didn't have wifi. But now it won't change back and I tried turning iMessage off then on again, I also tried logging out of my iCloud and deleting the number and making a new contact with the number. But nothing has worked. I was wondering if anyone had tried something similar and if so, how did you change it back to iMessage?
