No iPhone storage for new photo taking.

How do I tell my phone to automatically save to the cloud without using my phone memory space?

You can turn on iCloud Photo Library and also turn on Optimize iPhone Storage. See: iCloud Photo Library - Apple Support

Note that the photos will still be on your phone but may be optimized to take less space. iCloud Photo Library is primarily a syncing service. Apple does not currently offer cloud-only storage for photos. If that is what you want or need, you may want to explore 3rd party options such as Google Photos or Dropbox.

You can't.

If you are short of space on your phone use the optimisation option. Settings Photos & camera Optimise iPhone(iPad/iPod) Storage

Thanks, I have both of those things on and looked at my storage and it looks like almost 5gb are still being taken up by photos. How do I know if they're on my iCloud and which ones I need to delete that are on my phone? I don't have a folder when I'm on my phone that tells me which ones are stored on the phone itself.

They are all on your phone, but some are full versions and some are not.

If you delete any photos regardless of where you do it they will be deleted from everywhere.

Optimisation is dynamic, it will only free up space when it's needed, how long is it since you enabled iCloud Photo Library? how big is your unoptimised library (i.e the size of the library in the cloud). Are any photos still being uploaded?
