Delete blocked files (grayed out)

Some files in my mac sierra are grayed blocked and I can neither unblock, move or delete them. The files have different extensions: .xls, .msg, .jpg, .htm and a couple of others. I would appreciate very much help on this issue.

Where are you seeing the files? Does control - click/Delete work?
