Autofill iPhone 8 Plus iOS 11 Grayed Out

I recently upgraded to the iPhone 8 Plus and iOS 11.  I can no longer use the autofill feature for passwords.  I have gone to settings > safari > autofill and the autofill option is grayed out.

I did double check my iCloud settings.  Safari is enabled on the iCloud settings.  There are no restrictions that would prevent this from happening.  I restarted my phone.  Nothing has worked.  Does anyone know how to enable the autofill feature on the iOS 11?
