Unable to contact the iMessage server

I’m trying to log in with my Apple ID to use iMessage on my ipad, but it keeps saying that it’s unable to contact the iMessage sever. I’ve:

- rebooted my ipad

- resetted all settings

- updated to latest update

- the date & time is already set automatically

However, none of these work to solve the issue after being done many times. What can I do to fix this?
