Why there is no iBook app for Windows?

I use my iPad for reading magazines in pdf format. Until now iBooks was way better then any other Android app! But with latest changes in iTunes I would consider to move to Android devices, as it is become too complicated for me to download pdf documents to my iPad. Since I cannot visualize books anymore in newest iTunes, and there is no separate iBooks app for Windows as it is the case for Mac. What a shame that Apple is again loosing their competitive advantage over Android and will probably loose some additional clients...
