managing multiple iPhoto libraries in Photos

I have been using iPhoto to store images for many years and my libraries got big and unwieldy (>100 Gb),

so I started making multiple iPhoto libraries and storing them on external drives. Now I have lots of iCloud storages and Photos instead of iPhoto.  My question is how best to manage a large (>500 Gb) collection of images?  Do I make multiple libraries,like I did with iPhoto? Or one big library wit everything in the cloud? 

And, from what I read, iCloud storage does not equal iCloud back up, so I should still keep my own back up of my photo collection on an external drive?
