Can anyone tell me how to get rid of this empty...

It's seems to be some sort of precision mode or something, but I can't click anything that appears under it in a browser window. So it's almost the opposite, like a blockage.

Thank you for the question and screenshot of the issue you are experiencing.  It looks like you may have the Zoom style picture-in-picture shortcut enabled.  Take a look at the link below for more information on disabling this feature.
