I don’t want my photos on every device

I want to use my iCloud account only as storage for my photos. I only use my phone to take pictures, not my iPad. I transfer my photos from my phone to my iMac. Somehow I’ve ended up with thousands of pictures on my iPad. How can I delete them all at once from my iPad and keep them from coming back?  Thank you
