Purchased content does not automatically start ...

This is a strange problem.  In the past, as soon as I clicked on *buy* and the confirmation dialog box, the movie or TV show would start downloading right away.  Recently it has stopped doing this.  I've also mentioned in prior discussions that the "check for available downloads" doesn't do anything.  I'll try it now:

There are no downloads available.  So I went to the store searching for the movie I just purchased to see if I could click on something to start the download.  I don't see any way to do it. 

I saw from another discussion that there is a *purchased* link on the iTunes Store home screen.  So I navigated to that and clicked it.  Sure enough it took me to a list of things I've purchased, and by clicking on *not in my library*, you can see the content you have not yet downloaded.  The movie I just purchased is there, but so are twelve other movies!  They all show the icloud icon, which means iTunes thinks they're not in my library.

Of course you know what happens next.  I go back to my library and there they all are: the movies iTunes thinks I haven't downloaded yet.  I even drilled into the file explorer to make sure I really have them sitting on my local disc.  Yes, it's there... TWICE.  I have two copied of Star Trek Beyond, and iTunes wants me to download it one more time for good measure, I guess.

Summary: In this rambling OP, I have brought up three problems.  I hadn't intended to post about three problems, but #2 and #3 were discovered as I was trying to solve #1.

1. After buying something in the store, it doesn't start downloading and you have to jump through hoops and do it manually.  Is there some switch I can flip to make purchases start downloading right away (or at least ask me if I want to download now or later, as it does on my iPad)?

2. iTunes thinks I haven't downloaded a dozen movies I bought many months ago, but I have.

3. I have multiple copies of some of some movies and iTunes is telling me I still need to download them again. I think I may have created another discussion about this problem before.
