I have a family member who has no Apple devices...

I have a family member with no Apple devices but would like for her to receive iCloud photo sharing from other family who share thru Apple devices/iCloud photo sharing  She has Windows10 PC.  I downloaded iCloud for Windows on her PC.  It's asking for an Apple ID....does she need to create one?  I don't want to use mine...if so what next?
