Dont receive sms from icloud keychain

I change my iPhone 6(I sell it)  to 6s and than I can't turn on iCloud Keychain. I write me keychain security code and wait but I dont receiving sms verification code to my number. I am from Armenia. Please help me.

Try the following --

1. On your iPhone, go to Settings → iCloud → Keychain and switch Keychain off then on again.
2. Tap "Approve with Security Code", tap "Forgot Code" and then tap "Reset".
3. Follow the instructions to reset iCloud keychain and create a new passcode.
4. You will then be prompted to update to your new number.
