Tap to speak time does not work

watch OS3 and iOS10, "tap to speak time" enabled.  Have re-paired and restarted watch, as well as toggling on and off.  But it still doesn work.

any ideas?

The following steps may if the Tap to Speak Time feature is not working on the Mickey or Minnie Mouse watch face:

• Wait and try again up to a few hours later.

My own experience was that the issue resolved itself somewhere between 3 and 5 hours later, without restarting or unpairing / re-pairing the watch or toggling any switches.

Just to be clear, "tap to speak time" only works on the Mickey and Minnie Mouse face. I suspect that the intent is to help children learn to tell time.

That's why I want to use it--to help teach my honorary grandson how to tell time, but it stopped working. Silent mode is off, Do not disturb is off and I can't think of Tap to Speak is on. I can't figure out what is wrong. It may have stopped working with the latest update to 3.2.3.
