disk utility partition not working

Hi

I'm trying to increase the partition size of bootcamp which I've run for a while.

I've done it once before; stage 1 is decreasing the partition size of the mac using disk utility.

So, now when I open disk utility and reduce the partition size, it says operation successful, but makes no changes. I re-open the partition window and it's all just the same, as if I never changed anything.

Is disk utility broken?
