Safari sync stoped working after downgrading fr...

I installed public beta software macOS High Sierra and iOS on MacBook Pro 13'' 2015 and iPhone 6. Later I've downgrade back to released versions with complete reinstalling macOS and restoring iPhone as new device.

I'm logged in with the same account on devices and no one don't pulled safari bookmarks, reading list and history.

I created new bookmarks in Safari on MacBook but they doesn't go to iPhone and vice a versa.

I've already tried this article (Get help using iCloud Bookmarks and Reading List - Apple Support) but it didn't help.

Does anyone go with the same issue or know solution?
