I have a Macbook Pro. Tool Bar with icons such ...

I have macbook pro.  Bar that holds icons for finder, safari, itunes, FaceTime, etc...won't stay visible on desktop unless I go to very bottom.  How do I get this bar to show all the time on my desktop.  It showed before then all of a sudden, after all these pop-ups started appearing, the bar disappeared.
