iOS/iCloud contacts do no sync with MacOS

Been having this problem for a while. iOS and MacOS are latest version.

Bought a new MacBook Air and tried to sync Contacts from iCloud but can't for some reason. iCloud syncs fine with iOS devices but not for MacOS. Things that I've done so far....

1. Newly created contacts can sync across MBA to iOS to iCloud but existing iCloud contacts can't sync to MBA.

2. Downloaded contact backup file from iCloud and imported into MBA did not work; Contacts imported to MBA fine but did not save once Contact restarted.

3. Restored contacts on iCloud also did not work; MBA contacts remain not synced to iCloud.

4. Reinstalled MacOS on MBA and contacts still did not sync.

5. Logged into another MBA and contacts still did not sync.

6. Apple support tried to fix for a while but to no avail; kudos to them for their patience and certainly for not lack of trying but nothing.

At this point, I am out of ideas or options. Love to get some fresh eyes to look at this problem.

I'm a bit confused by #2 above. What do you mean when you state that you "downloaded contact backup file from iCloud and imported to MBA". Can you elaborate on what it is you mean by that?

Have you tried setting up a new User on the Mac, and then signing into your iCloud account and turning on Contacts?

Are you running any sort of Anti-Virus software on the Mac?

Have you tried signing out of iCloud, rebooting the Mac in Safe Mode (hold down the Shift key at the same time you press the Power button to turn it on), signing back into your iCloud account and selecting Contacts?

Just a few more ideas that might help with the situation.

For #2, in iCloud contacts, you can download a .vcf backup file (iCloud contacts, settings, export v-cards) to be imported into Contacts on MBA.

Have done all that you suggested: 1) logged in as a new user and sign into iCloud; 2) no anti-virus or proxy server running; 3) and resigned into iCloud after safe rebooting MBA. None worked :-(

Really at a loss here...
