Keep getting hit with activation lock on iPad. ...

iPad Air 2.  I bought it years ago when it first came out.  Cellular plus wifi but I removed the cellular when I got my ipad Pro.  

Several weeks ago I got hit with an Activation Lock, out of the blue.  Weird, but I signed in okay and that was that, or so I thought. 

But it has been happening over and over again.  Sometimes within a few minutes. Sometimes within a day or two.  hah, it just happened as I am composing this post!!  Screen blanks out, turns white, there is a popup to "dismiss" and then "Hola"appears in the center of the screen.

I tried logging out of iCloud and back in. Did not help.  I tried disconnecting find my iPhone and reconnecting it. Did not help. 

I have a family icloud and two other iPads. 

Anyone have any bright ideas?  Thanks in advance!
