Why are my playlists not showing in the "Library"?

I find the Apple Music iOS app, coming from Spotify, counterintuitive. Now I am struggling trying to grasp the concept of iCloud Music Library. I don't understand why I have to enable iCloud Music Library just because I want to add songs to a custom playlist.

Today on my list of struggles is trying to figure out why the page "Library" in the Apple Music iOS app is not showing my playlists.

So in "Settings" I have enabled "iCloud Music Library":

And in the "Library" view of the iOS app I see this:

So my question is where are my playlists?

For example I have a playlist named "EDM", which I even downloaded as you can see on the following screen captures because I can remove the downloads or even delete it from my library:
