“This item is temporarily unavailable”

Hey guys,

I just completely had wiped my Mac( that was still on Mac OS Sierra) because I wanted to sell it. So I deleted every thing, but when I came to the stage of reinstalling Mac OS I kept getting the error message that this item is temporarily unavailable, even though I have tried it over and over again. How can I resolve this and install a new version of Mac OS??
