Where are you seeing this 'billing fraud' ? Credit card statement ? Email ? Phishing email ? iTunes account's purchase history ?

Read the articles linked to above. Did you click on any links in the email telling you about this supposed purchase? Have you entered your Apple credentials at a fake site?

I received an email telling me there was a fraudulent purchase on my Apple Account in Saudi Arabia for $1,234.11. I immediately checked my credit card linked to my Apple Account, no such purchase made. I forwarded the email to report phishing@apple.com. I am still shaken up a little. I almost fell for it!!
Well done for being cautious.
