Cannot download on Windows since iOS upgrade

Since the iOS upgrade on Windows, I rented a movie on my PC: MQ02TZ8DN3 - but it does not download – or I cannot find it on my PC! I asked for help 5 days ago but still do not have an answer how to solve my specific problem: i.e. there is no “Rental” tag, and there is no “cloud,” therefore no way to see movie. However, it does appear on my iPad via “cloud” but I do not want to watch the movie on my iPad because I downloaded on my PC to watch it there.

I also mentioned that the price for SD is the same as HD, making it a 50% raise in cost. Obviously there is something wrong because, why would there be an option to rent in SD if it does not then give the lower price after you choose this option?

I feel that the two problems go together and are connected i.e. it is only since the iOS upgrade. 

Please can you suggest a solution?
