Locked out of files and keychain, access denied...

I'm Locked out of files and keychain, my admin access has been denied for all fixes I've tried. I am I'm locked out of my 'local' keychain, and I cannot change pit remains open and I cannot close it or delete/modify any content. I no longer have permissions on a large number of folders. This has been going on about 2 days, Now my imac-name keychain shows up as a "read only"

If Mac user enters in user library > macOS Sierra: Library folder

Right click on keychain folder > click on get info the correct permissions are as .
