Complete my Album is no longer showing

Purchasing Music on iTunes, the option to Complete the Album is no longer available for a discount only the full price. The unpurchased songs are also no longer showing as cheaper now that I have reached that point. I was having this problem on iOS 10 so upgraded to iOS 11 and the same issue. The songs I have already purchased are showing correctly with just the play option instead of the cost. This is the same for any album I look at. I have rebooted my iPad as well as signed out of iTunes and back in. The Album is 10.99, and I have already purchased 8 songs at $1.29.
