iCloud to Outlook not syncing Calendar

iCloud 7.0

Outlook 2016/365 Pro 64-bit

Outlook Calendar -> iCloud Calendar working

iCloud Calendar -> Outlook Calendar NOT working

I reinstalled iCloud 4 times. Always errors about PST-file.
So I started a new PST-file. No more errors.

I reinstalled Microsoft Office.
Every time the same: Sync is working for a few days, then it stops.

This problem started somewhere in September. Meanwhile I activated 2FA hoping that this would fix it. No.

Apple Support does not know how to fix.

Is app specific password the problem? (Get help using Outlook with iCloud for Windows - Apple Support)
No app is asking for a password though.
