Can't import tones to iPhone through iTunes

I deleted all of my tones by mistakes. Last time, I wanted to import some tones to my iPhone, but it didn't work. I did it before, and I search how to do it in the newest version iTunes. However, it doesn't work neither. I drag the .m4r file into the tones tag under my iPhone in iTunes, but nothing happened. Do I miss any steps? Please help me.
